Depends on if you really want it. It comes with all the previous iterations DLC so if you skipped the last few sets, I'd say it's worth it.

i haven't bought a fighting game outside of super smash bros since soul calibur 3. mainly because i don't have the time to play fighting games. they take so long to learn and absorb all the content. i doubt i will get this game but if i do, it would be because i landed a miracle job that pays me very well for 40 hrs a week and i have lots of free time.

Ultra SF4 is a decent enough upgrade on SF4 (especially with the latest patch introducing Omega mode); if you haven't got 4 or the others getting that standalone is a great choice. There's hell of a lot of content for a fighting game and it will keep you busy.
Personally if you're on the PS4 and if you've played SF4 extensively already you may as well wait for Capcom to announce when SF5 is being released before making a decision.

You might want to check out the Mortal Kombat that came out a couple years back. I have it on the Vita and there's plenty of content and things you can do quickly if you don't have a lot of time. I think I might have the best story mode in a fighting game ever and the combat is excellent!
