i think it would be counter strike because the graphics wasn't so good.

The worst graphics-wise would probably have to be Duke Nukem lol but it was so much fun none-the-less! It's hard for me to say that I have a "Worst FPS Game" because a lot of work is put into making a video game...the story, the graphics, the programing, the music, everything... to declare something the worst would be almost saying I didn't appreciate the effort which is something I would not like to do.

Halo II, or any Halo game really.
(You really shouldn't go by graphics, especially if the game is 20 years old, that's not really fair.)
